The Office of the Insurance Commissioner's (OIC) Provider Network Unit is seeking motivated and qualified individuals to fill two Provider Network Analyst (Functional Program Analyst 3 (FPA3)) positions in our Tumwater office.

Within the Rates and Forms Division, the Provider Network Oversight Program is composed of two units:  the Provider Contracting Unit and the Provider Network Unit.

How would you like to be a member of a newly developed team that ensures the quality of healthcare provider networks working to protect Washington State residents?  

We are recruiting for the members of our newest team in our Provider Network Unit. The team will perform analytical reviews and evaluations of healthcare provider networks to determine whether healthcare practitioners, facilities, and clinics can fulfill the contractual obligation of insurance contracts. To be a successful candidate for this position you will need to have a strong background in data mining, Excel, Microsoft Power BI or GIS skills and a willingness to learn.

  • Compile, organizes, analyzes and interprets healthcare data provided by multiple sources to determine if a health insurance carrier is providing appropriate access to types of numbers of healthcare providers; makes recommendations on findings.
  • Create trend analysis and summaries for decision making purposes .
  • Communicate with insurance companies, attorneys, consumers, and OIC staff regarding network access reports, market availability, laws and regulations.
  • Performs research and analysis for low-impact (simple) network access proposals for consumer inquiries and referrals.
  • Provides analysis and interpretation of technical healthcare data filed within federal binder templates required by the Affordable Care Act certification process to participate on the Health Benefit Exchange.



  • Bachelor's degree in Public Administration, Business Administration, Social Sciences, or a close related field.
    • Additional relevant experience directly assisting in preparation of monthly, quarterly, and annual data reports for state or federal reporting for assuring compliance with healthcare statutory requirements such as Title X, Medicaid, or Medicare will substitute year for year for higher education.
  • Two years of professional work experience in one or more of the following:
    • Ensuring compliance with governmental statutory and insurance or other regulatory requirements,
    • Professional work with Health & Disability insurance, Self-funded plan, or Provider Relations, or
    • Experience related to healthcare claims payment configuration, credentialing, or utilization process/systems and the relevance on network operations impact.
    • Experience analyzing data using business intelligence software and creating data visualization reports for a variety of audiences.
  • Intermediate level Microsoft Office Outlook.
  • Intermediate level Microsoft Office Word.
  • Intermediate level Microsoft Excel skills.

Preferred Qualifications of this position include:
  • Working toward or have an industry specific designation such as Certified Health Data Analyst (CHDA) or Registered Health Information Technician (RHIT).
  • Experience drafting, analyzing, researching, or applying the provisions of provider and facility contracting.
  • Intermediate skills in Microsoft Power BI.
  • Previous healthcare analytics experience.
