The Hazardous Waste and Toxics Reduction (HWTR) Program within the Department of Ecology is looking for a Financial Assurance Officer. This position is located in our Headquarters Building in Lacey, WA.
A successful candidate will be someone who is tenacious enough to spend hours reviewing legal, insurance, and financial documents; detailed enough to write thorough and defensible documentation of their findings; and confident enough to defend their determinations when challenged.

As an In Training position, we will consider applicants who meet at the Regulatory Analyst 2 requirements, and will use an established In Training plan for them to become a Regulatory Analyst 3 within a set period of time.

The Hazardous Waste and Toxics Reduction (HWTR) Program is made up of people dedicated to fostering sustainability, preventing pollution, and promoting safe waste management. We do many different things in a coordinated approach to protect the people and environment of Washington from pollution from hazardous products and waste.

- Coordinate within the agency to identify problematic areas within the Dangerous Waste rules, and create viable solutions for consistent implementation.
- Work with stakeholders to explore the intent of federal and state statues and rules in order to develop policy-based solutions for how these rules can be enforced in an environmentally sound, realistic, and economically viable way.
- Develop clear, implementable, and enforceable permits for complex facilities that treat, store, dispose and/or recycle dangerous waste.
- Update the dangerous waste rules to stay consistent with the Environmental Protection Agency's (EPA) rules.
- Protect tax payers by requiring high risk dangerous waste processing and recycling facilities have funds set aside for emergencies or accidents.
- Ensure public participation in rulemaking and cleanup processes.
- Support Environmental Justice inclusion throughout the agency.
What does the Financial Assurance Officer do?
This position works to ensure that regulated facilities and cleanup sites are in compliance or are on the path to achieving compliance with their financial assurance obligations, and acts as the state's expert on financial assurance. This includes:
- Providing technical assistance to regulated facilities and cleanup sites, facilities and cleanup sites that might be regulated in the future, attorneys and consultants, and the Attorney General's Office.
- Reviewing and evaluating financial assurance submissions from regulated facilities and cleanup sites, and determining whether they are in compliance.
- Writing defensible findings of their review and documents in the file or appropriate databases.
- Researching and monitoring companies, keeping track of corporate and financial developments that may affect creditworthiness and financial standing.
What kinds of problems will you work to solve?
- Reviewing each situation to ensure all information is accurate - There have been prior instances of facilities purposefully hiding their noncompliance.
- Developing creative solutions for uncommon financial assurance problems, usually involving small financial assurance obligations or small businesses that have problems complying.
- This is a job that requires a very unique set of skills, including background in legal, financial, and regulatory work, including reading and understanding complex legal documents such as orders, trust agreements, insurance policies, and corporate annual reports (10-K forms).

The goal class for this position is a Regulatory Analyst 3 (RA3). We will consider applicants who meet the requirements for the RA3 and RA2 levels. If the finalist meets the requirements for the RA2 level, they will be hired in at that level and will be placed into a training program to become an RA3 within a specified period of time.
At the Regulatory Analyst 3 Level: $5,604 - $7,353 per month
A Bachelor's degree involving major study in economics, accounting, business or public administration, finance, social sciences, engineering, law or related field AND four years of professional research or analysis experience with an institution engaged primarily in regulatory matters.
A Bachelor's degree in one of the fields listed above AND three years of experience doing regulatory analysis for Washington State government, one year of which must have been at the Regulatory Analyst 2 level or equivalent.
An advanced degree in one of the fields listed above will substitute for one year of the required experience.
At the Regulatory Analyst 2 Level: $4,953 - $6,496 per month
A Bachelor's degree involving major study in economics, accounting, business or public administration, finance, social sciences, engineering, law or related field AND three years of professional research or analysis experience with an institution engaged primarily in regulatory matters.
A Bachelor's degree in one of the fields listed above AND two years of experience doing regulatory analysis for Washington State government at the Regulatory Analyst 1 level or equivalent.
An advanced degree in one of the fields listed above will substitute for one year of the required experience.
- A Master's degree in one of the above fields or a law degree.
- Two or more years of experience doing regulatory analysis for Washington State government, including one year at the Regulatory Analyst 2 level or equivalent.
- Experience with financial statements, insurance policies, and related business information.
- Experience with environmental and other legislation and regulations at the federal, state, and local level.
- Experience with reviewing and understanding technical documents.
- Experience with applying negotiation and conflict resolution skills.
- Experience with collecting information, detecting potentially problematic situations, and analyzing and critically evaluating data.
