Contracts Specialist 3
This recruitment will be used to fill multiple positions.

Position Objective:
This position reports directly to a Contracts Manager and may, at times, take direction directly from the Contracts Administrator or other Contract Managers within the Contracts Office as necessary.  This position performs complex and/or politically sensitive activities related to contracts and procurements that primarily support the central services within HCA. In addition, this position may support other programs throughout HCA on an as-needed basis.
Some of what you will do:
As a Contracts Specialist 3, and in accordance with RCW 39.26, 43.105, 43.19, 74.09, 42.52 and other pertinent statutes, independently initiates, manages, and completes complex HCA contracts by coordinating with HCA stakeholders and internal program staff.
  • Approves and/or develops the contents for – and manages the process of – advertising for competitive contracts via the agency Internet, and WEBS. Develops the work plan for contract solicitations.
  • Manages and provides oversight of appropriate solicitation processes by working in conjunction with program and fiscal staff to ensure compliance with program and fiscal requirements.
  • Independently writes and/or provides technical advice for the Statement of Work and other contract documents for program staff and external constituents using best practice contracting principles.
  • Negotiates (language, deliverables, time frames, and cost) contracts and agreements verbally and in writing by interacting with vendors, internal staff, other state agency staff to award contract for needed services.
Provides education and technical assistance to the agency on best practices, rules and regulations of all contracts.
  • Provides technical assistance to internal and external constituents and stakeholders regarding contract activities, including providing advice and resources.
  • Conducts trainings to agency staff to fulfill agency needs and the statutory requirements for contract managers.
Maintains various contract-related data systems, including ECMS, SSCD, and ACD.

Required qualifications:
A Bachelor's degree involving major study in business administration, public administration, business law, commerce, mathematics, statistics, economics, or closely allied field.
Three years of experience in negotiating, administering or terminating government contracts, contract property management, contract cost or price analyses or contract compliance administration.
A Master's degree in one of the above academic disciplines may be substituted for one (l) year of experience.
A law degree from an accredited college or university approved by the Washington State Bar Association may be substituted for two (2) years of experience and the required education.
Additional qualifying experience may be substituted, year for year, for the required education.
Desirable/Preferred Education, Experience or Certifications:
  • Three years professional experience (high level proficiency) developing, managing, and providing consultation for competitive government contracts in Washington.
  • One year experience collaboratively working as a team member in a large enterprise data management system.
  • Two years professional experience developing, managing, and providing consultation for non-competitive government contracts in Washington.
  • Two years professional experience monitoring and negotiating budget and contracts.
  • Two years professional experience developing, managing, and providing consultation for non-competitive and competitive grants.
  • One year experience collaboratively working as a team member in a large enterprise data management system.
