The Nuclear Waste Program (NWP) is looking to hire a Air and Waste Management Engineer (Environmental Engineer 3) (In-Training). This position will be located in our office in Richland, WA.

The Air and Waste Management Engineer position serves as an Air and Waste Management environmental engineer for the Waste Management Section of the Nuclear Waste Program in the Richland office. This position performs professional environmental engineering work for the regulatory oversight and cleanup of the Hanford Nuclear Facility in accordance with state and federal regulations and the Hanford Federal Facilities Agreement and Consent Order (Tri-Party Agreement [TPA]).

Duties



The Nuclear Waste Program's (NWP) mission is to lead the effective and efficient cleanup of the U.S. Department of Energy's Hanford Site; to ensure sound management of mixed hazardous wastes in Washington; and to protect the state's air, water, and land at and adjacent to the Hanford site.

The Nuclear Waste Program strives to be a world-class regulator as we work with complex environmental management and cleanup challenges.

Some of the key work activities at the Environmental Engineer 3 level include:
  • Performs engineering review of Hanford and other state site mixed waste generator permit application materials including drawings & technical reports.
  • Cross references permit application materials with state and federal environmental law and regulatory requirements.
  • Meets and professionally interacts with other project staff and customers to develop & implement permit conditions based on sound technical criteria and standards for consistent, legally defensible and enforceable permits.
  • Assesses technical criteria review and comment resolutions relating to TSD facility design and processes.

This position is required to have knowledge of state toxic air pollutant criteria and NESHAP standards for PSD, mNSR, NOC, Title V and other TSD generator facility permit processes in order to effectively and efficiently process the permits including appropriate public review periods. 
 
Hanford is one of the most complex and challenging cleanup sites in the nation. This position is directly involved with teams that work with our partners and permittees to solve today's most recognized and sensitive environmental issues, so exposure to EPA and other federal and state stakeholders daily builds environmental engineering experience and knowledge.
 
Candidate is required to visit areas in facilities that are contaminated with mixed hazardous waste subject to radiation monitoring requirements. Driver's License required. Also required to obtain Professional Engineering License in the state of Washington within 24 months of start date if not already a PE.

Qualifications

 

Required Qualifications:

At the Environmental Engineer 3 Level: Salary Range: 67 – ($5886 - $7725 Monthly)( Goal Class)

A Master's Degree with a major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field

AND

Registration as a Professional Engineer in the State of Washington or another state based on the registration requirements equivalent to those in Washington AND two (2)years of experience in environmental engineering.

OR

An engineer-in-training certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field

AND

Registration as a Professional Engineer in the State of Washington or another state based on the registration requirements equivalent to those in Washington AND three (3) years of experience in environmental engineering.

A Ph.D. in one of the above engineering fields will substitute for two (2) years of the environmental engineering experience.

Please Note: Requirements for professional registration as an engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six months of appointment to this class.

At the Environmental Engineer 2 Level: Salary Range: 61 – ($5077- $6662 Monthly)

A Master's Degree with a major study in one of the following engineering fields: sanitary water resources, civil, geotechnical, environmental, chemical, mechanical, or related field
 
AND

One (1) year of experience in environmental engineering.

OR
 
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, water resources, civil, geotechnical, environmental, chemical, mechanical, or related field

AND

Two (2) years of environmental engineering experience.

Desirable Qualifications:



Demonstrate the ability to perform environmental engineering review of plans and specifications, site plans, dangerous waste, water and air permits and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and MTCA remedial documents.

Special Requirements/Conditions of Employment:
  • This position requires passing a U.S. Department of Energy test and acquiring a badge for access to the Hanford site.
  • Must possess and maintain a valid driver's license.
