We are currently seeking a Senior Civil Engineer to join our growing Water Resources Division. The ideal candidate is a registered Professional Engineer (PE) with 10 to 15 years of water, wastewater, and/or water resources experience. In this position you will utilize various design, engineering, and modeling tools in the development and management of water, recycled water, and wastewater pipeline and infrastructure projects for provincial and private clients.  The candidate will work in a variety of recycled water and wastewater related projects in fields including but not limited to: fisheries, passage, hydropower, penstock design, dams, flood control, pump stations, water treatment, wastewater treatment, storm water, surface water management planning, hydrologic and hydraulic modeling. Desired locations for this role include Boise, Sacramento, Denver, Portland, Seattle or Vancouver BC, but other locations may be considered depending on the experience of the candidate. 

 

Requirements:

  • Hydraulic water and wastewater modeling, capital improvements programming and master planning studies
  • Evaluation and design of water/wastewater pipeline and infrastructure projects and other civil engineering support tasks. Design experience should include familiarity with treatment facilities and/or distribution/conveyance facilities
  • Develop detailed designs, plans, and specifications for infrastructure projects, including pipeline, storage, and pump station design for water distribution, storm drain, recycled water, and wastewater collection systems
  • Conduct analysis of water, wastewater and recycled water mechanical systems, including coordination with equipment suppliers/venders to develop recommendations for rehabilitation or replacement projects
  • Prepare or oversee preparation of planning reports, plans and specifications, and cost estimates for various water, recycled water and wastewater infrastructure projects
  • Conduct or participate in workshops and meetings with clients, maintain project budgets and schedules
  • Manage planning, design and construction support services for water, recycled water and wastewater infrastructure projects
  • Previous experience with hydrologic and hydraulic modeling applications (e.g. SWMM, HEC-HMS, HEC-RAS, HydroCAD)
  • Collection and analysis of field data, as-built plans and engineering reports to establish existing conditions and identify critical areas for design criteria
  • Design of storm water management systems for water quality and quantity control
  • Preparation of drainage, soil erosion and sediment control, utility relocation, right-of-way, staging and construction plans, specifications and engineering estimates for water and transportation projects
  • Client relationships develop, manage and maintain internal and external client relationships
  • Marketing identify project opportunities, actively pursue opportunities, and prepare proposals Consult with clients to plan and develop strategies for their water resource needs  
  • Manage projects including client expectations and project scope, schedule, and budgets 
  • Project Management effectively manage multi-discipline teams for a wide range of water projects
  • Staff supervision and mentoring to provide staff growth in a respectful, collaborative manner that promotes positive team spirit
  • Actively participate in the developing relationships with key clients, participating in professional service organizations, and attending conferences/events
  • Team with marketing staff to capture increased market share in support of a growing office. Function as a "seller-doer"
  • Develop and maintain relationships with other office and regional managers around the company to facilitate work sharing
  • Work cooperatively with Market / Technical Leads and Regional Managers in local and national marketing production efforts

  • Responsible for safely delivering projects within scope, budget, and schedule while maintaining professional and proactive communications with clients and other stakeholders
  • Each candidate must be highly organized, ingrained in the details, maintain strong written/oral communication skills, and have a proven background in a project management
  • Conduct kick-off meeting: Conduct a kick-off meeting with all key stakeholders in order to announce the start of the project and review the overall project plan and gain consensus
  • Identify high-level risks, assumptions, and constraints: Document high-level risks, assumptions, and constraints using historical data and expert judgment in order to understand project limitations
  • Manage changes to project scope: Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques in order to keep the project plan accurate, updated, reflective of authorized project changes as defined in the change management plan, and facilitate customer acceptance
  • Communicate project plan: Ensure a common understanding by setting expectations in accordance with the Project Plan, in order to align the stakeholders and team members
  • Monitor and control project work: Measure project performance using appropriate tools and techniques in order to monitor the progress of the project, identify and quantify any variances, perform any required corrective actions, and communicate to all stakeholders
  • Execute project plan: Execute the tasks as defined in the project plan in order to achieve the project goals
  • Develop communication plan: Identify key project team members by defining roles and responsibilities to create a project organization structure in order to develop the communication plan
  • Implement approved actions:   Implement the approved actions and workarounds required to mitigate project risk events in order to minimize the impact of the risks on the project
  • Establish project deliverables: Record detailed customer requirements, constraints, and assumptions with stakeholders in order to establish the project deliverables, using requirement-gathering techniques (e.g., planning sessions, brainstorming, focus groups) and the project charter
  • Develop project team: Improve team performance by building team cohesiveness, leading, mentoring, training, and motivating in order to facilitate cooperation, ensure project efficiency, and boost morale

 

Qualifications: 

  • Bachelor's degree in Civil Engineering from an accredited University (MS degree preferred)
  • 10+ years of experience in civil, and/or hydraulic engineering
  • PE Required; NCEES registration preferred
  • Demonstrated experience with water, wastewater, and water resource infrastructure including fishery related projects, water conveyance, storm water networks, heavy grading, water treatment, wastewater treatment and pump stations
  • Experience with civil design software including AutoCAD Civil3D
  • Knowledge of codes and standards related to civil design
  • Strong communication, technical and analytical skills
