Job Summary
AECOM has an opportunity for a Combat Survivor Evader Location (CSEL) Program Manager (PM) to provide support at the Fairchild Airforce Base in Spokane, WA.
 
CSEL PM shall provide CSEL program management and technical subject matter expertise. CSEL PM shall perform management, training, and instructor certification functions in support of academic, laboratory and operational training.
 
Essential Responsibilities:
  1. Provide support to CSEL over-the-horizon (OTH) and line of sight (LOS) training exercises using the CSEL web application and Portable Tactical Interrogator Unit (PTIU).
  2. Serve as the overall system administrator for the CSEL training architecture.
  3. Act as designee for creation, management, and use of CSEL web application accounts.
  4. Provide SERE Specialist training on management and use of CSEL web application accounts, hand-held radios (HHR) and PTIU.
  5. Research and identify DoD, Service or theater program changes and recommend modification to courseware or training SERE TTPs.
  6. Research available and emerging technology changes, and identify areas where technology advances in CSEL operations can benefit the command. Specifically, the CSEL PM should look for solutions that adapt operational use and lessons learned most effectively into a training environment while maintaining compliance with US Government directives. Improvements may be garnered from technology advances or methodology revisions that improve student learning or course efficiency. CSEL PM shall not be required to commit government resources in support of identified changes.
  7. Coordinate the group’s weekly over-the-horizon CSEL base and field exercises with the Air Force Rescue Coordination Center (AFRCC), Boeing CSEL Helpdesk and other affected national agencies for deconfliction.
  8. Conduct after-action analysis and communications troubleshooting with AFRCC, Boeing CSEL Helpdesk, and Air Combat Command program office, as required.
  9. Prepare after-action reviews of CSEL training and develop recommendations for process improvement.
  10. Provide, prepare, and conduct CSEL related training, briefings, reviews, after-action reports, and meetings.
  11. Perform specific activities to include documentation, program checklists, developing execution schedules, transition plans, and exercise scheduling preparation.
  12. As required, conduct an assessment of individual course training materials and provide recommendations for improvements.
  13. Develop required training materials to conduct CSEL equipment training.
Perform all other position related duties as assigned or requested.

Minimum Requirements
  • Vocational/Technical school, Associates degree and at least 8 years of job-related experience or equivalent.
  • At least 2 years’ experience and have knowledge in/demonstrate familiarity with the DoD CSEL over the horizon architecture to include operations of the CSEL web-app terminal and/or CSEL base station.
  • Due to the nature of the work, must be a U.S. citizen.
  • Must have an active Secret security clearance.
